Croatan is a beach community of predominantly single family homes in Virginia Beach, nestled next to the Atlantic Ocean just south of Rudee Inlet. The Croatan Civic League (CCL) works to improve the neighborhood, enhance the quality of life, help protect the environment and provide supplemental security services for residents and guests. We have several clubs including a Women's Club and a Book Club. The CCL publishes a monthly news letter and a neighborhood directory periodically to help us get to know our neighbors. We also sponsor periodic neighborhood events such as the CCL - Spring Fling, Neighborhood get- together's, a Halloween parade and acitivites for the children and a CCL annual dinner/meeting each fall. Well over 300 families and property owners support the Croatan Civic League. We invite all residents of Croatan to join us and support the efforts to preserve, protect and promote the interests of our very special community.

Hi all,
One of our neighbors, Patrick Mclaughlin, asked me to share this message below...
"May not be an earth shaker but Chuck, our UPS guy on and off for 20 years is retiring next week. Most Croatan residents will not know this but we have seen Chuck bust his behind in the 100 degree days of summer, rain, cold and dark nights of the holidays.
Chuck has been the unconsciously noticed quiet rythym of our neighborhood for a long time. We are going to collect cards from the neighbors on our block of South Atlantic and I’ll grab him on Wednesday. If anyone wants to drop one off to include, I’ll put a cooler alongside the north side of the house - 838 S. Atlantic."

This is Bob Lougen from the Croatan Civic League.I just received an update from Carrie Rose Pace at Dominion that I thought was important to get out to the neighborhood. Please note that the next Public Office hours are October 24th from 10 AM to 6PM.
Dear Croatan Neighbor,
We are returning to work at the State Military Reservation (SMR) on Thursday, October 17, 2024.
We continue to improve our construction practices to minimize potential impacts to neighbors, including:
- Using equipment that operates at measurable lower noise levels
The machine for the remainder of shoring (sheet piling) work will be the “ABI” unit that produces a lower noise level than the unit used in August and early September that led to neighbor noise complaints.
- Deploying mobile sound panels around equipment to muffle noise such as around hydrovacuum excavator trucks.
-Installing sound panels on the north side of the work area to buffer residents from site sounds.
What activities to expect in the coming weeks:
-On 10/17 – equipment deliveries as we remobilize at SMR.
- Excavators working (daytime) at the Rifle Range – excavating the underground conduit paths between the east and west sides of the field, and excavating the rest of the pit at the Transition Joint Bay #6-9.
- Concrete truck deliveries (daytime) to the Rifle Range – occasional safety beeping may be heard when trucks back up (we were not permitted to swap to the “whoosh” alert on these delivery units).
- Shoring (temporary sheet piling) – using the ABI machine
